You can buy an add-on for Windows Media Player to do the conversion. I think it's about $30. Another way is to download a freeware program called Audacity. You can import the music in to Audacity. You also need a free MP3 conversion program that the Audacity program will give you a link to to do the conversion. Hope this helps.
You can try a free tool called Syncios Mobile Manager, go to Toolkit > Audio Conversion. This free tool allows you to convert any music to MP3/M4A/M4R/CAF/AAC/FLAC/OGG format. Syncios is definitely one of my favorite audio coverter tool. And it has a video converter too.

you cant do it. An mx3 file is a file associated with a music-mixing program called "Mixcraft". You can possibly download that program and then upload your mx3 file into it and then convert it to mp3. You can download it here: http://www.acoustica.com/mixcraft/
Once saved, you can go to File/Export then choose Mp3 in place of .wav. Or you can export in wav and convert in Sound Forge, Wavelab, etc.
