There are a few ways. The most basic is to simply create something/someone in your mind and concentrate intensely on it for a very long period of time(months usually, though not 24/7). In Tibetan Bhuddist theory, it should become real but science does not support the idea. Research Alexandra David-Neel for more info.
There is an excellent book you can buy called 'the magickal use of thought-forms" by Doloris Ashcroft Nowicki on this subject which is available through llewellyn. Of course, there's nothing dangerous about creating a Tulpa, and there are plenty of guides on the internet on how to create a tulpa.

There is a book by Jean Houston, "Mind Games: The Guide to Inner Space.", New York: Viking, 1972., which describes a procedure by which a group of people supposedly can make a tulpa. The book also has an alleged picture of a tulpa ( I'm skeptical of both the image and the procedure ). Please be advised that making a tulpa is often regarded as anything from inadvisable to outright dangerous, as they traditionally have a tendency to shift from innocuous to troublesome... as they are thought to be a projection of mind, this may be a reflection of our own nature.
