I'm guessing you're wanting a scene/emo look? If so, here's how you do it...
1) Clip your fringe/bangs back with a few curby grips
2) Take a hair tye/bobble and tie the top section of your hair up on the top of your head
3) Get some SHARP Scissors and cut into the ends of the hair you tied up. NEVER cut across, always cut horizontally into the hair. If it's your first time cutting layers you should look to cut up to your chin.
4) Let some of the hair out of the tie. Repeat the cutting process on the rest of the tied hair, this time cutting shorter up to your nose.
5) Repeat the process again, cutting a little shorter (Maybe up to your eyes/eyebrows but it depends on your bangs)
6) Take your hair out of the tieand shake it into place. Brush it all out.
7) To add to the 'Choppy' effect, take random sections of hair, half-close the scissors and randomly shake the scissors from the roots to the ends of the hair.
8) Complete the look by teasing the roots of the layers.
