First what you need to do is be her friend. She'll think it's weird if you're all of a sudden hitting on her. Always remember that high school/middle school relationships don't really work out most of the time so when she and her bf have a huge blow-out fight, you'll be right there and at some point (unless she's a ditz) she'll realize that you really care about her. Chances are, she'll beat you to popping the question :)

Agreed, but don't hang on to her forever. just continue doing your normal things, while trying to get her, I'm not saying that you should give up on her but make sure this girl doesn't interfere on your health...like doing things that you normally don't do.

This is always a confusing question. You need to realize that if she is extremely in love with this boy, you shouldn't get involved. If you know this relationship won't work out, you could start to woo her more. When your with her, say things she likes and don't say things she doesn't. Find similarities between the two of you (i.e.: Faith, Beliefs, or even common similarities-favourite colour and birthdate). Don't completely block out her boyfriend, but (almost) try to out show him when the three of you are together. If her boyfriend is your friend, you could have a problem. If he is a soccer player, hangout and sit with her at the game. If he is in the marching band, sit with her in the stands, make funny jokes about things (maybe even her boyfriend), but not too much. Ask her questions and make her realize that you care a lot about her. Talk about life and what your plans for the future are or your beliefs. Girls tend to become weak at the knees for someone who cares immensely about them. Not obsessively, just immensely. Try it out!
