Most atmospheric chemists (such as is my specialty) agree that Acid Rain has a pH less than 5. You would think water should be a neutral 7 pH, but carbon dioxide in the air dissolves into it and lowers the pH slightly. In addition, there are other small sources of dissolved acids. Anything less than 5 is acidic, and so you can determine if rain is acidic with a simple litmus paper test.
