The governed speed is programmed into the motor's ECM, and requires reprogramming by a technician with the appropriate NexIQ box. If you're in a country where the speed settings are mandated under law, you'll find this a bit difficult to accomplish.
If you're asking this question, chances are, it's not your truck to do this with. If it is your truck to do this with, you just go to a dealership which has the appropriate NexIQ box for the motor your truck has, and have the motor ECM controls adjusted. If it's not your truck, doing this is a good way to lose your job, not to mention receive a black mark on your DAC report which will ensure no other company wants to hire you.
As stated previously, many of the countries where Renault trucks are marketed have laws regulating the speed at which these vehicles must be governed at. You take it to a Volvo Dealer and they plug in a laptop and reprogram some parameters on the ECU in the truck.
Get whatever software corresponds to the engine you have (Detroit Diesel, Mercedes-Benz, Cummins, and Caterpillar engines have all been available in Sterling trucks at some point), along with a diagnostic link adapter (NexIQ is compatible with all of them), connect to the ECM, and change the parameters.
