You can go to luminous cave with the Pokemon you want to evolve. they will evolve if their level is high enough. For your starter Pokemon, you have to beat the entire game and beat darkrai then you can go and luminous cave will allow you to evolve.

∙ 11y agowell, you have to beat the game first. (beat dialga) once that's done, wigglytuff will assign you an "Graduation test" in Mystifying forest. It has 14 floors, and at the end you will have to beat the INTIRE Guild! Wigglytuff is at Lv.50-Chatot is at Lv.45-And the rest are at Lv.35.
(trust me, thats only the begining!!!!!)

∙ 12y agoyou have to beat the entire storyline (including the part where you beat darkrai). you also have to recruit palkia and wait a few days until manaphy tells you about the marine resort until you can evolve your starter pokemon.

∙ 13y agoAfter you defeat the game, graduate from wigglytuff's guide, recruit manaphy, and unlock marine resort you should be able to evolve. You can't evolve pikachu without a thunderstone though.
