After you go to Mossdeep gym and beat the leaders go in all the houses one of them is Stevens he gives you HM08(dive).Exit his house then surf west from Mossdeep on route 124. You will see a big patch of dark blue water on route 126. Teach a Pokemon dive and dive down. Swim around until you reach the middle where there is a big rock. Go round the front of it and into the entrance that you see. This is Seafloor Cavern. you can see the submarine of the Captain Stern. Dive up and push some rocks out of the way eventually you reach the bottom of the cavern where kyogre and the leader of team aqua Archie are waiting battle Archie and capture Kyogre (SAVE THE GAME before you battle Kyogre because you might knock out Kyogre.) you may want an escape rope 2 return to the surface) then do whatever Steven says you now have Kyogre!!
Note: you must do this before you go to Sootopolis Gym.

You go to the weather institute west of fortree city and talk to the guy upstairs, he'll say something like, " There is heavy rain in route___...". Go to that route and you will find a dive spot that was not there before, dive in it and you will see kyogre. For groudon the weatherman will say, "there is a draught in route___...". Go to that route and there will be a cave that usually is not there, go inside and you will see groudon. Bring lots of ultra balls, strong Pokemon, and a Pokemon that can paralyze it or put it to sleep, or just clone your first master ball at battle tower.
