To get to Saria's Glade you need to first be in the forest maze. When in the forest maze listen carefully as you approach the different exits. The correct exits will have Saria's Song play the loudest. Follow the song through the forest and you should eventually end up in the glade where Saria is.
I only recall Saria being near the beginning of Ocarina of Time. I doubt she's in TP.

If you did this right, you should be at a place called the Sacred Meadow. Continue north through the sacred meadeow. You will find Saria. Talk to her and then pull out your Ocarina. She will teach you "Saria's Song," which lets you talk to her whenever you want.
