There is not a way to find out who has a mobile home by using sticker ID number. The is a private issue.

In Canada you would go to the regional Home Assessment Office, a dept of the provincial Govt. -They decide on what homes are taxed at, so they basically know everything about evrey home, including mobile
Contact the licensing board in your state. Laws, rules and regulations will be different from state to state. My guess is that the sale of a mobile home will come under very different rules than the sale of a constructed home on a lot. Also, if a person owns a mobile home or a constructed house, he or she can sell it without a license. There is no requirement that the sale of a home must be handled by an agent. In some places, probably everywhere in the US,what is regulated is selling a home that belongs to someone else for a fee or commission.
You can look it up in county records, usually parcel site or county property tax site.
Certainly there are several insurance companies that provide coverage for mobile homes in a park or on private property. The key is who owns the mobile home. The owner is the person who would be able to get a policy on the home.

An owner occupied home is a home that is lived in by the person who owns it, rather than by someone who is renting from the person who owns it.

In most places the name of the person or company will be on the Tax assessment rolls. In Canada, the Assessment Office, in the US whichever office gives a value figure for land taxation.
