Your only bet is to use a cheating device. They were given out in special Nintendo events but now that they're outdated there aren't any more. There is NO other way to get it in the game. You can't find the Old Sea Chart for Mew in regular gameplay. Nintendo didn't give out the Map, they just gave out the Mew. You could've gotten the Mew at the Event, but if you didn't, the only other way to get Mew is to cheat via GameShark, Action Replay, CodeBreaker, ect.
the only way to get the old sea chart is through a special event outside the game. If you manage to obtain the old sea chart you are able to catch mew.

You have to have two Game Boy Advances to trade with emerald and ruby and a GBA to GBA link cable, another way to trade is if you use a GCN (gamecube) to GBA cable and you use Pokemon colosseum or Pokemon xd gale of darkness to trade emerald or ruby Pokemon to there then use colosseum or xd gale of darkness to trade your emerald or ruby Pokemon to the other game either ruby or emerald. Theres no way you can use a DS to trade with GBA games because the DS is not compatible with the GBA link cable.
No, trust me I've tried with Pokemon blue and with Pokemon gold, just to be sure that it wasn't my gbc-gba connector I tried Pokemon emerald and it worked. Only Generation three games work.
