After you beat red, you can go to Saffron city and go to the Silph. Co. building. Steven should be in there. talk to him and he'll ask you to chose a red stone, green stone or blue stone. pick the red stone for Torchic, green for Treecko, and Blue for Mudkip

∙ 13y agoAfter defeating Pokemon Trainer Red and after giving the Copycat her Clefairy Doll from the Pokemon Fan Club in Vermilion City and meeting Steven outside, you can go to the Silph Co. Building in Saffron City and talk with Steven inside of it to receive your choice of Hoenn starter Pokemon. You can choose only one of the three.

∙ 14y agoThe only way is to choose Torchic as your starter in R/S/E versions and migrate it from there. You can also migrate a Blaziken and breed it with a Ditto if you want.
