Vault 3 is located in the South Vegas Ruins. Some Locations its near:
Red Rock Canyon : West of here, enter through broken building. Watch out for fiends. Is in basement of another building.
West Side: Travel almost directly south, sticking to the interstate up above. Enter through same building.
Poseidon Gas Station: South Vegas Ruins is a bit northwest of here. On the outskirts of town.

Gary 999 does not exist. First of all; the Gary Vault (Vault 108) is in Fallout 3; not Fallout New Vegas. None of the Gary clones are even mentioned in New Vegas. Secondly, there is no (cannon) Gary 999. The highest (known) numbered Gary is Gary 54.
vault 77 doesn't exist in the game.

Fallout 3 and Fallout: New Vegas are completely different games, sure they are in the same title and the same game engine, but the configurations and in-outs are different for both games, so you cannot simply apply a mod you used for Fallout 3 and try to run it on Fallout: New Vegas. You may be able to find mods that match your Fallout 3 mods for New Vegas on an assortment of different websites all over the net.
Nothing in New Vegas spoils Fallout 3. They take place in 2 completely different corners of the country. And New Vegas can not spoil anything for Fallout 3, as New Vegas takes place before the events of Fallout 3. Hope this helps! Also Fallout 3 is not a sequal. But lets pray for a Fallout 4

Nuka Cola Quantum can also be found in these places; and can also be 'crafted' from 10 regular Nuka Colas with the Quantum Chemist Perk ((From The Broken Steel DLC) Fallout 3 only). Nuka Cola Victory and Quartz (also New Vegas Only) are not found in machines, and are much rarer as a result.In Fallout New Vegas, with the Honest Hearts DLC, the player cancraft homemade Nuka Cola (and Sunset Sarsaparilla) as well as Rum and Nuka.

In Fallout 3, there was a site called "Fallout 3 Nexus", from what I understand it was where everyone went for mods. Similarly, one was made for New Vegas named "Fallout New Vegas Nexus". You'll be able to find all the mods you could ever hope for there (just google it). Be sure to download the Mod Manager, it makes mods easier to use.
