Pull the fuel pump off and remove the lower two bolts that hold the cover plate to the block. Slide out the push rod and figure out why it's stuck.
If it's just a little sludge, you should be able to clean things up enough to get the push rod to move freely. Also, roll the push rod over a flat surface to make sure it's not bent.
