Has anything been done to the car that may be causing the short. New radio, trailer lights added, things like that? Take all the bulbs out of the sockets, inspect the base that the bulbs go into. Sometimes these will corrode and cause a short. With the bulbs out, step on the brake pedal and turn the lights one. If the fuse is still good, put one bulb in and repeat stepping on the brake and turning on the lights. Put the second bulb in and repeat. At some point, the fuse should blow and that is the one with the problem. At that point it should be easy to figure out what the problem is. Bad base, pinched wire.
