If the screen is broken, and you turn the phone off and then on again and nothing happens the screen is bust and must be replaced by qualified engineers. Do not try that yourself - the screens that you may be able to buy as spares needs special handling.
If the screen is broken, there are chemical compounds that can fill the break, making it fully usable.
If the screen is white, no breaks - then it is the hardware or software on the phone that is bust. If you have MMC memory, try to replace this. The better repair shops can read all the memory and store this, then format the memory according to manufacturers specifications and "flash" the latest software "image" that the manufacturer has made. Well, then it is empty without contacts, notes, appointments and apps. The really good ones can then restore some of that from the copy of the original. The safe way is to back up this using a suited apps and restore them when you get the phone home.
You need to give much more information to determine if the frozen screen is a software bug or broken screen. In old days i would point to a "flat cable" that connects the screen to the "motherboard" in the phone - no longer.
Please: See if you can access the phone on the USB port and back it up before taking it to the repair shop. It may look like it is "gone" but you may still be able to back it up.

The screen itself or the phone itself are the easiest parts to break. Just dropping the phone can damage the screen or the outside of the phone and a cracked screen is hard to fix.

I have a Nokia cell phone I forgot what the name was but it is a flip phone. I've had it for almost two years and since last night its been showing a blank white screen, I can still use it and it still shows the regular screen but its flashing a white screen every 8 seconds and the mini screen on the outside isn't working at all....is there anything I can do to fix it before i take it into AT&T?

The cover on your cell phone screen is very difficult to replace on your own - and if you do so, you will almost certainly invalidate the warranty (so if something goes wrong, the company will not fix it). It is much better to have a professional look at the phone.

You probably can't fix the phone your self unless you are a professional glass fixer or something. You just have to pay the fee (unless it's covered under insurance) and get it fix at your local phone company or you can send it in and they will send a new one.
