Usually not repairable, you will have to replace the complete multifunction switch.
faulty hazard button assembly, if you are mechanically enclined you can open the button apart and adjust the contacts inside and that will fix it, if not just replace the button assembly.
Remove the head and replace the gasket. No other way to fix it.

Hit the button a few good times with a rubber mallet fairly hard - no joke - it fixed mine - I used a rubber handled screwdriver for my mallet
Replace the high speed relay.
The relay may be bad. Replace it and if that doesn' fix it, the wire comming from the horn button is grounded somewhere.
sorry but you have to replace the whole blinker part, be prepared to spend a little time. good news you want have to remove the steering wheel.
