Sounds like the springs or spring that pulls the shoes back in after the brakes are released are broken. Therefore the shoes are hung in the drums and the wheel is locked up. DRUM BRAKES ONLY.Disc brakes---- Caliper piston frozen are brake line bad / came apart inside. These 2 things will lock brake up.
All you have to do is put it in gear and give it gas until it brakes loose. That's what i had to do with my 98 escort.
