If the cord broke its acutally not that hard to fix. Take off the cover over the pull starter. Because when you take it off that you don't drop it because in some cases the assembly will just be sitting in there and if you drop it you could have a big mess! Remove all old pieces of the rope. Spin the part the pull rope gets tied to around about 6-10 times. Once you spun it hold on to it and feed in the pull rope. Be sure to only put it in where it will pop though the hole. Pull it thought the hole. Tie a knot it about 2-4 times over each other. Slowly let go and it will wind up. If it doesn't wind up you either have to long of a rope or didn't wind it up enough.
By replacing the old one with a new one. Do so carefully by removing the starter from the engine first.

I'm going to assume you are talking about a pocket bike that has a non-functioning pull starter? If so, you have a problem, since most such machines have centrifugal clutches that don't engage unless the engine is turning faster than a pretty good rpm, so they can't be push started. New pull start assemblies are pretty easy to find on the Internet for quite reasonable prices, and are simple to install. Do a little research and you should be able to find one.
There's a clutch on the starter that acts like a Bendix gear on a car. This clutch is stripped out on your bike. You'll need to pull the starter to replace it.

No. Because the engine is a two stroke. Make sure the engine is a two stroke though. If it is a tiny engine with 1 gear and a pull starter and makes a high pitch sound it is probably a two stroke. Consult your owners manuel or the manufacturer of the bike to see if it is a two stroke or four stroke engine. You will have to change the oil if it is a four stroke, but I think most 47 and not 49 cc bikes are two stroke. If it is a two stroke, no oil changes are required, but you will need to mix a certain amount of 2 stroke engine oil with the fuel. Your owners manuel or manufacturer should be able to tell you the ratio per gallon of gas you will need. Hopefully, this will help.
