Haynes does not state any differences between flex fuel and regular. they say that if you have pinging or knocking sounds you may have one of the following: 1. incorrect grade of fuel. Fill up with fuel of proper octane rating. 2. Fault in the fuel or electrical systems 3. Improper spark plugs. Check the plug type against the VECI label located in the engine compartment. Also check the plugs and wires for damage. 4. Faulty emissions system 5. Vacuum leak

Open the hood, look in the middle on top of the engine. Easy to reach, 2 screws, 1 electrical connector and a couple of hoses.
I don't believe you can , I checked www. motorcraft. com ( no spaces ) and they have FUEL PUMP AND HANGER WITH SENDER , and the part numbers are different for the 2000 and the 1999 Rangers ( I checked gas versions , not Flex Fuel )
