To fix a frozen iPod touch you will need to follow the following steps:

1.While your IPod is on (in any state) press and hold the sleep/wake and the home

buttons for 10-20 seconds, this will force it into recovery mode.

If u touch the screen and nothing happens turn the phone completely off by holding the little button on top. When the phone has turned off, turn it back on and hopfully it will not be frozen anymore. If its still frozen then take it to an apple store. And if they cant fix it then u will have to get a new phone i guess
