∙ 13y agoYou fly it, from the left side of Cliff Park. You can kite surf for a couple of minutes before things go awry.
To borrow the kite from Kitty's Kites, you need the Nylon Rope from the hot-air balloonist near the lighthouse. You can cut him loose with the garden shears from the gardener at Mansion row (find $5 in a tree and buy him a sports drink at the store.)

∙ 10y agoYou can borrow kites from Kitty's Kites. But the one you need to borrow lets you surf behind it. To fly it, you need stronger rope. Get the $5 from the tree on Mansion Row, and buy a sports drink for the thirsty gardener. Use his shears to cut loose the hot air balloon ar far left in Cliff Park.
When you finish the quest, you can borrow other kites to fly. Like the balloons of Counterfeit Island, the kites let you jump higher than you can without them.
