Get a Thunderstone from Lightning Field, make Pikachu the Leader, get all other Pokémon on the team to stand by, put the Thunderstone in your Toolbox, take Pikachu to Luminous Cave, and when it asks if you'll give an item, say yes and choose the Thunderstone.

∙ 11y agoYou have to wait until you complete the game, go through the credits and other sad endings, and secondary endings. Then you will be found by a 'Grunbull' who actually used to be 'Snubble' and they talk about a mysterious cave and entrance at 'Wishcash Pond' thus, being able to evolve any Pokemon you want! Except when the voice asks if the Pokemon, you wish to evolve, will have an item to give, only give them the item that is necessary for evolution for certain Pokemon!

∙ 11y agoPikachu evolves at the standard evolution level. However, you have to beat the first storyline. That will unlock an "evolving" room in Whishcash' pond that you can use to evolve into Raichu.
