There are many mutations that don't involve having super powers, so yes, you could technically be a mutant right now. They even provided examples of some in the movie 'X-men First Class' with auburn hair and heterochromia iridium. The likelyhood of someone developing a mutation to give them the sorts of mutations seen in X-men, though, is incredibly unlikely.
Well an actual person can not become a mutant because they are not real, but in the comics it is said that it was evolution and that the male parent carries the X gene which causes the child to become a mutant once they reach puberty
In various comics there are several ways for a normal human to become a mutate (the word used in the Marvel Universe) or a metahuman (the word used in the DC Universe). Some of them are: exposition (being in the presence of, direct physical contact, ingestion) to a substance of radioactive or other nature, getting bitten by an animal which is radioactive or mutated in another way (e.g. Spider-Man), getting 'possessed' by a supernatural creature, substance etc. (e.g. Venom), genetic modification (i.e. change of the structure of the DNA code), 'self-induction' (i.e. getting 'possessed' by one's own feelings, emotions, 'evil side' etc. or mind in general; e.g. Onslaught), exposition to a radiation of cosmic or other origin (e.g. the Fantastic Four), getting blessed by a god or another supernatural being etc. In the Marvel Universe anyone, including normal people and mutants, could gain a superpower or change/improve/re-gain an existing one using the Terrigen Mist (see: Inhumans, X-men, Illuminati); also Magneto has invented a machine able to induce superpowers to normal humans (see: X-men films).

For the few that awaken during the early stages of life .For example during the first few years of life, or a little later in life [ pre-teen to teen years]. Very rarely do they happen in the very late stages in life. There is almost nothing you can do to release your mutant abilities though. Genetic mutations (in the non-fiction world) happen (frequently) when a gene just does not duplicate exactly (MOST frequently, but not always, this happens at replication -- having kids). Usually they are harmless and not even noticed, but sometimes they will be harmful and even more rarely, USEFUL. Most species that currently exist have spent a long time evolving to fit their niche, so few RANDOM changes (mutations) are an improvement. Changes for a purpose are much more frequently beneficial than changes that just happen for no reason. But if there had never been any mutations, we would not have all the different species and diversity we do today. To produce "mutant powers" like in X-men, it would take several gene mutations in a single individual and in mainly beneficial directions which would be EXTREMELY rare (but SOME would not be impossible, Wolverine's quick healing is among the most possible). Though it is more likely these mutations would accumulate gradually over several lifetimes before reaching something so complex and of course selective breeding (the best healers mate with each other) speeds things up while random breeding can undo the effects mutations ("cancels" them out). Though some of this explanation is over-simplified. (By the way, in the earlier answer, I believe they wanted to say x "gene," not x "jean." That has always bothered me anyways since it sounds connected to the x chromosome (a sex chromosome), which X-men never intended. Mutation as an idea happens the same way in X-men, just accelerated for some reason. It actually seems as though the genetics are unstable there, as children rarely share the powers of their parents, but are frequently also mutants.
