In HGSS, you can get the haircut brothers to raise your Pokémon's happiness with a price.

3. Vitamins: They're expensive, but they work.

You also gain happiness by leveling up and battling.

Oh, and carry a Soothe Bell! It doubles the happiness your Pokémon gets!

You Must Walk 256 Steps For It To Gain +1 Happiness.

This Happiness Level Must Get To 100, So Roughly 25,600 Steps To Get It To The Happiness Level To Evolve.

Then, Simply Level It Up One Time, And Your Togepi Will Evolve Into A Togetic.
