The most likely reason this occurs is because you do not have a Bungie.net account, or at least one linked to your gamertag. This is a simple fix; go to Bungie.net and link your gamertag. If you do not have a Bungie account, you can create one. Just hit the Sign In button and click Register. Follow through the steps being sure to use your gamertag's email and password. When you are finished, click Link Gamertag; you should get Recon instantly. If you dont get it instantly after registering on Bungie.net then you should be able to claim the recon reward from the site somewhere.
