I don't think you do since the azure flute is meant for Arceus in Pokemon diamond, pearl, and platinum.
You can't. It hasn't been officially released yet in any of the 4th. gen games. Other than that, wait for the Mystery Gift Event for it.

Sorry, but you can't get it any other way unless you have a pokesav for diamond. Then you can get the code onto a action replay and then use it on your game! Hope that helps
