I don't think u can, but u can get lugia in whirl islands... My guess is that IF u can breed it with ditto (legendaries can't be bred however, but it doesn't hurt to try though right?) MAYBE (I'm 100% sure though) maybe it will result to have an egg.. If it does happen, just do wat u gotta do to hatch it.. (walk around).. Hope this helps :)
