First lower the bridge to the lowest it can go (0meters). Then make sure you use all carbon steel. Try and use hollow tubes instead of solid steel. If possible check and see if you can use strong hollow tubes instead of weak solid steal... (ex. use 200mX200m hollow tubes instead of 100mX100m solid tubes) This is sometimes cheaper, not always though. Also once you have your bridge built and it works, look for simple ways to lower the cost, like lowering the strength of some steel beams or hollow tubes.
