For this strategy, you need the following games:
Coliseum and Ruby or Sapphire
First you need to snag a Quinlava or Typhlosion in Coliseum and transfer it to our account on Ruby or Sapphire. Let it go to town with another Pokemon to produce Cyndaquil. Note that the Pokemon it breeds with has to have the same egg type, so ask the creepy old man in the day care how they're getting along. The better they seem to like each other, the higher the chance that you'll get an egg. After the egg hatches (this may take a few tries to get it right, or you can use a Ditto for an automatic guarantee that it will) trade it to D+P and enjoy the adowableness.
Cyndaquill cannot be caught in Pokemon Diamond or Pear but can be traded from HeartGold or SoulSilver. Cyndaquill was one of the three starting pokemon for the HeartGold and SoulSilver games.

Yes, Quilava does evolve into Typhlosion. I know because Cyndaquil was my starter Pokemon on Heartgold and it evolved into Quilava, which eventually evolved into Typhlosion.
