go into any mages guild and join and just look around and you are bound to find a great or even grand or if you want to go to the mystic emporeum in the market district when you break in everything sitting around is free and it isn't stealing just don't be seen.
If your at the right level you can buy them in the "Mystic Emporium" in the imperial city market district.
you can also get them in the plains of oblivion at any level
Im not sure exactly where to get one, but you should try the mages guild, the arcane university or the shop in the imperial city market district the mistic imporium.
In a display case in the lobby of the arcane university. you can clone them with the scroll duplication glitch.
Check some of the Mages guilds.
There is a store in imperial city that sells them. Buy one and do the duplication glitch.

Usually in random loot.

Basically, Any sentient human being or dremora soul can be placed inside the gems, and will automatically equal to a Grand soul (highest level soul in the game)
You get it when you throw your x-cox out the window and get a ps3, maybe by that point you are smart enough to figure it out on your own, or learn to google, maybe wiki oblivion once?

You use them to enchant or recharge magical items.
Nope, you have to use filled soul gems on it.
Black Soul Gems are the only soul gems that can trap the soul of an NPC, including all ten playable races, and NPC daedra such as Dremora, and Shivering Isles' Aureals and Mazken.
it may be you're birth sign atronach=no magika regen NOT SOUL GEMS!
You can either pay somebody in The Mages Guild to recharge it for you (there is one person in each town that will do it), or use soul gems.
