You can breed for another Eevee at the Day Care Center at Four Island. It does, however, take a long time for Eevee eggs to hatch.

there is not one but after you get the eevee in firered/leafgreen and connect pc's in kanto to hoenn you can trade that eevee over to hoenn.
I believe that you have to get the eevee to max happiness ( or really high ) and level it up in the nighttime.
