It is really a matter of luck and timing. You usually have to battle about 8,000 or more wild pokemon until you will even see them, unless you are incredibly lucky; although, in Gold, Silver, Crystal, Heartgold, and Soulsilver, you will have a chance to catch the infamous Red Gyarados, the first shiny to play an important role in the pokemon games. When I played my Soulsilver, I was incredibly lucky when I was training and leveling up my party in the Slowpoke Well. I did not get a Shiny Slowpoke, but I did get a Shiny Magikarp, as luck will have it, considering we know that it will evolve into the Red Gyarados later, but it is still a shiny, so who's arguing.
If you are even luckier you may be able to hatch a shiny egg, but the odds of that is even lower that encountering one in the wild.
Having never played the 2nd generation remakes, I don't have any personal experience on this, but I've heard you can use the radar function on the pokewalker to chain pokemon (deliberately fight the same pokemon over and over)- this dramatically increases your chances of meeting shiny pokemon. I'd recommend trying YouTube for tutorials on chaining.
