Pokemon are determined to be either shiny or normal when you first meet them either when they hatch from their egg or you see them for the first time in the wild. Since charizard do not appear in the wild naturally in Emerald, you will need to hatch a lot of charmander until you find a shiny one. After that you just need to evolve that charmander into a charizard.

You can use gameshark to create shiny pokemon, but I don't prefer cheating.
No.
you can't get a shiny Pokemon at a higher chance
In the tower outside the forest of the Kingdom of Onix (Rock Pokemon) and into the kingdom of Charzard (Fire Pokemon) and it's by the third tree after you duel the pokemon in the field. (Capture it if you want)
you get charzard to do waterfall
Get out you stupids! I'm better! You can't get a shiny Pokemon in emerald! Except for me! Hahahahahahaha!!
