Go up to where you get your starter Pokemon, save, select Snivy, and if it isn't shiny, reset the game and try again. Considering that the chances of finding a shiny Pokemon are 1/8192, it can take a very long (or even very short, depending on how lucky you are) time to get one.

∙ 12y agoIt is impossible to get one without an action replay. Shininess is a quality of a Pokemon by random chance.

∙ 9y agoSadly, you are unable to get the Unova starter Pokemon in Pokemon X and Y unless you use Pokemon Bank with your Pokemon Black/White/Black2/White2 and you have a Snivy, or trade with a friend.
