How do you get a water stone on emerald?

There are Water Stone items in the game, you'll find them... Or you can also search for Blue Stones and trade it to the Hunter near Mossdeep City...

Red Shard = Fire Stone

Yellow Shard = Thunder Stone

Blue Shard = Water Stone

Green Shard = Leaf Stone
