you start out wit 1 and you can get them by 2 ways
have 2 gameboys with 2 games with wireless adapters or trade cables. have one game and progress threw the story until you can go upstairs in the Pokemon center with one game. then do the same except choose a different starter then the other game. go 2 Pokemon center and trade except one game must have 2 poke's

squirtle bulbasaurpidgey
trade pidgey for bulbasaur.
VERY IMPORTANT!!!!! SAVE AND EXIT THE TRADE CENTER AND DELETE THE GAME WITH THE PIDGEY OR WHATEVER WEAK POKEMON YOU CAUGHT BUT MAKE SURE ITS GAME 2!
then with game 2 choose charmander or whatever Pokemon you don't have and catch another Pokemon in game 1

they do not appear in the wild, so the only way is if you trade. I don't think that anyone would want to trade their starter....unless they're trading it for a different starter! If you want to keep your original starter, but also obtain other starters via trading, there is a way. And no, it's not cloning XD You can breed your starter! To do this, you need a ditto and access to island 4, 5, 6 and 7 (access to these islands is obtained after getting national dex and doing Celio's side quest). Go to island 4. There is a daycare center. Put your starter in it with the ditto and come back to check in awhile. They should have produced an egg. Hatch the egg and voila, you've just duplicated your starter : P
You have to trade, there's no other way.
