I guess you mean remove red-eye? If not the photoshopping the colour of iris, or wearing blue contatcs.
If you mean remove red-eye then vista picture viewer has an red-eye remover so do, most photo shopping software.

I use Almay for Blue eyes eyeshadow pallette. Make sure you also get the eyeliner that goes with it. First I line my upper lid & lower lid with eyeliner. Use a very thin line on bottom; don't want to look like a racoon. I then follow application instructions that come with the Almay eyeshadow. I NEVER use the sponge applicator that comes with it.Buy eye shadow brushes; blends better.
