No! whatever it is that the cat urinated on is ruined forever! Though there are products that "claim" to be able to permanently remove that signature scent, even after decades a faint trace of the smell WILL be detectable.

(especially to someone who doesn't have cats)

So, long story short, whatever it is that got "nailed" you should throw away immediately!

TIDE detergent (any kind) gets cat pee smell out the FIRST TIME...cold water is fine. No special recipes or products to buy....just good ol' Tide. A now devoted Tide user.

If it's a white shirt you'll have to bleach it. If it's colored then wash it with a heavy washing liquid like Gain.
