most of them are underground (water,fire,thunder ect.) but some of them (shiny,dawn,dusk ect.)you have to find... you can find most, if not all, before the city with the fourth gym in Pastoria city.

Some stones you have to trade them at the athlete shop like the thunder stone, the leaf stone and the fire stone.

Some of the first place prizes in the bug chatching contest (only after you get the national pokedex you can enter the bug chatching contest) are evolution stones; these stones are the sun stone, the dawn stone, the dusk stone and the shiny stone-the prize you get depends on how many points you earn on the Pokemon that you end the contest with.

The water stone and the moon stone are found in the following plases; the water stone is found in seafoam island B2F (basement, 2 floor) and the moon stone is in the Mt. Moon clearing (monday night only)

The earliest place to get stones is as prizes at the Pokemonathlon. They all cost 2500 points. They are sold at specific days, Fire stones at Tuesdays, Water Stones at Wednesdays and Thunder stones at Thursdays. Hope this helps :)
