well for me i get it all the time cause im level 30 so you need to be 16 to 24

Just like most things. You eventually find it when you get further and stronger. If I were to make a guess, you might start to find it perhaps at around level 20, maybe less. After you start finding elven armor though, you start to find stronger stuff like ebony. The game works that the further and stronger you get, the better the stuff you find.
simple really, go to one of the orc sttrongholds, they mine orchirilum ore, mine a shed load of that and some iron, get 50-60 smithing and BOOM- you have orcish.
Talk to her and ask to rearrange her equipment then add stuff to her inventory!

The "Elven Armor" is held by Azani Blackheart who is located at a large Ayleid ruin called Atatar. You can find this ruin somewhere between Bravil and Leyawiin. Although Azani does not have a -Full- set of Elven Armor he has the most complete set you can get without having to be a high level. He is however very tough to beat. Killing Azani Blackheart is part of a Fighters Guild quest called "Azani Blackheart". You will also find a Sinweaver on him which does Fire Damage and Drain Fatigue.
As you level up you will find that rare armor starts to appear in the game on bandits and other humanoids The higher your level, the more you will start to find and the more it appears. First is dwarven, next is elven, and so on. I will advise you to aim for better armor though, such as dadric armor or glass armor.
Armor points refer to how effective the armor is against preventing damage, the higher the number, the better.
There is a mod for skyrim which allows you to give your horse armour (it makes your horse practically invincible btw), but without the mod installed, horses can't wear armour.
No, the actual look of your armor has no affect on stealth. However, the weight of it does.(the lighter the better)
There are Falmer helms, torso armour, shields, and weapons.
Currently it's the Elven Armor in end-game, but with the new release of Realm of the Ancients. There's probably better equipment for the higher levels
