The only way to become Giga Bowser in Melee is by using an action replay for the GCN. Otherwise you'll encounter Giga Bowser if you get through Adventure mode in 18 minutes or less. You'll also get the Giga Bowser Trophy if you succeed in not using a continue on normal or hard.

The only way to use Giga Bowser legitimately is by getting Super Smash Bros Brawl and using Bowser's final smash.

I'm pretty sure giga bowser isn't a playable character, only a boss in melee if you play the "first player mode" where you battle all CPU enemies until you defeat Master Hand in any hard mode. The only time you can play Giga bowser is in brawl with Bowser as you're player and you break a smash ball.

There a number of ways to go about doing so, but the way I would suggest is to use Jigglypuff, weaken Giga Bowser down, and then use Rest when he's at a high damage percentage. Giga Bowser is a big target, and Rest is one of the most powerful moves in the game, so it works very well if Giga Bowser is at a high percentage. Beware, though, that if you fail to KO him, he'll have a free shot at you, since Rest puts you to sleep for a little while. Plus, Jigglypuff is one of the lightest characters and can be easily KO'd.
