How do you get fly in heartgold?

In blue/red rescue you must first beat Rayquaza.

You must have unlocked Dragon Cave.

You will see Wyvern Hill on your dungeon list and this is the location for Fly.

On 30F there will be a chamber and inside will be a HM Fly.

WARNING:You must have a key to access the chamber.Keys can be found in Desert Reigon,Solar Cave or if you want a whole stash of them,Western Cave,where they are abundant and there wont be a floor without one.(Lower floors only)

first what you need to do is get final form. to do that you have to wait till after the skyskraper scene (where sora fight's roxas). then you'll have the chance to turn into final form whenever you use any other drives. the fastest way to do that is to enter the cerberus cup and right when the match starts, activate master form. if you don't turn into final form, restart the match right after you activate the drive. continue to do that until final form is unleased (he's white and flying). once you get final form you won't loss it. now go to the world that never was and go the to the room with a save spot called the proof of existence( that will be your main room). go to the Hall of Empty Melodies and fight the nobodies in there using final form. when you kill all the nobodies there or when the number on the drive bar says zero but the drive bar is not empty, go back to you're main room and open the world map on the save spot. for some reason the drive bar will refill by doing that and you can continue fighting the nobodies with out wasting time. if continue to do so until you level final form to level three and you will get glide and to level seven you'll get fly. if you don't like that route pick a different one and level up that way. remember that the final form only levels up when you fight nobodies.

beat chuck(cianwood city gym leader).badge will allow you to use fly outside of battle. talk to his wife she will give you fly

You have to be in Cianwood City. After defeating Chuck in the fifth gym, walk outside. Talk to the lady right outside the gym, who is Chuck's wife, and she'll give you HM Fly.
