You don't go in, you climb up.
The electrified windows on the building at Toupee Terrace turn on and off at a regular interval. Jump to a window when is off, then jump to another "off" window before the power comes back on. You can make you way to the roof window to rescue the 2nd Spy.
(You will need the Laser pen from the 1st rescued spy to cut the bars. See related question.)

The "yellow lasers" on Toupee Terrace are electrified windows. By timing your jumps carefully, you can avoid getting shocked and reach the roof window (which has bars). Inside is the secondkidnapped spy, and the only way through the bars is with the Laser Pen given you when you rescue the first spy (at the docks).
Save the first spy, then come back to cut the bars and free the second one.
