In Pokémon HeartGold, the Viridian City Gym Leader, Blue is on Cinnabar Island however you need to beat all of the other Gym Leaders in Kanto before he'll return back to his Gym. After you have defeated Brock, Misty, Lt. Surge, Sabrina, Erika, Janine and Blaine then you can go talk to Blue on Cinnabar Island and he'll return back to his Gym which will allow you to go into the Viridian City Gym so that you can challenge him.
