The Labyrinth on Panfu isn't accesable to those who aren't currently doing or haven't completed the Magic Ice Diamond quest. In this quest, you access the secret basement, which leads to the Labyrinth, Room of Colors, and multiple other rooms. As soon as you have access to the Secret Basement, you don't have access to the Labyrinth or other rooms. First you have to receive the torch from Horst Herring. After this quest is completed, you have access to the Secret Basement, Labryinth, Room of Colors, (one other room I can't remember the name of), and best of all, the Ancient Temple. You have to get Horst Harring (right outside the Pirate Bar in Old Harbor) to make you a torch. You need the torch to get past the mummy in the Secret Basement. Good luck!
