using action replay u don't need it (you can walk through doors with a.r.) but without it a galactic person in front of their third building (its in veilstone city)will drop the warehouse key then you need to go in the WAREHOUSE BESIDE IT AN GO INSINE TO FIND THE KEY>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>.(note:capitle letters are the important ones

I don`t know which one your talking about,so i`ll tell you both.The first,battle the in front of the Valley Windworks,beat him,and go back Florama Town and battle the goons that were blocking your path,and they`ll drop the works key.Then the one in veilstone city,beat Maylene,fight the grunts in front of the headquaters with Lucas,go inside the warehouse,talk to the grunt,go out and go to the headquarters and talk to the grunt standing outside the headquarters,and he`ll run off,dropping the warehouse key.

im not sure about D/P but on platinum it opens the locked metal doors in the galactic headquarters at veilstone city

There is a grunt standing outside the Veilstone Galactic building by the satellite. If you talk to him, he'll drop the warehouse key and you can pick it up.
