∙ 8y agoYou cannot get the Old Sea Map in Pokémon Emerald without the use of an external device such as a cheating device since it was an event-only item that Nintendo could only give out (and it was only given out in locations within Japan) and events for Pokémon games from the third Generation are no longer being held Nintendo is as of the end of December 2015 currently focusing on events for Pokémon X, Y, Omega Ruby and Alpha Sapphire.

∙ 8y agoThe Old Sea Map was a Nintendo event item. The event has ended and it can't be obtained during normal gameplay. You would need to use a cheating device to obtain the Old Sea Map.
