Answer
A number of people have reported satisfactory results from soaking the models in various fluids then scrubbing with a toothbrush or gently scraping the softened paint away. Many other people report that most solvents soften the plastic as well as the paint. Personally, I've always found that a model cleaned in such a way still has paint in recessed areas which obliterates much of the fine detail.

This question is ambiguous as there are many ways to judge the 'best' model. It could be the most skillfully designed, sculpted, converted, or painted model, which are all matters of opinion. It could also refer to the capabilities of the model with the Warhammer 40000 game, or the prowess of the model within Warhammer 40000 literature.
Unless the place you play charges rent for the table, after you buy & paint the model theres really nothing you have to pay for unless you buy scenery to play with.
That depends on what you mean by best model. Please elaborate.

No, unless you buy a paint set obviously.
Depends what you mean by the term hard to paint. Some Space Marines have some fiddly details but altogether I say no.
Warhammer foundation paints are special paints released by GW to help painters. These paints usually cover in one layer and are great for basecoating your model, and after basecoating you're going to highlight and wash your model.
I suppose in games like WoW minis, Star Wars minis, hero clix, you don't have to paint the models, but have a similar game play as warhammer. however they are not as intense, and some, like wow require the use of cards.
Answer The same way you would paint any other model. It is best to undercoat your model, I normally use a black spray paint instead of undercoat. I then plan what I want the model to look like colour scheme etc. And then you just paint. I find GW pints to be the best.
