Try making sure you've done these things:
-Retrieved the Ruby from Mt. Ember on One Island and given it to Celio
-Battled the Team Rocket members in Icefall Cave on Four Island and met up with Lorelei
Then I think you should be able to get into Dotted Hole.

∙ 14y agoHead to four island and find a cave in the north in here you must find the HM7 which is waterfall now use that to go up the waterfall in the cave and go to the ladder you will find lorelei and rockets beat them and go back to six island when you get to dotted hole the scientist isn't there, use Cut on the door to open it.
